A minority owned-business founded in 2004 by James E Lowery, JEL Management is a construction management company specializing in certified prefabricated modular building for a wide variety of industries requiring temporary, permanent and storage space. From the beginning, JEL has been committed to growing long lasting customer commercial and government agency relationships by building trust through a personal approach and proven dedication to every aspect of the job.
JEL’s mission to provide the best possible experience breaks the mold of traditional building construction. We think outside the typical modular box and bring a new school approach to an old school industry. Our modern prefabricated solutions are ideal for a rapidly growing number of uses including multi-story, mixed use, development for hospitality, healthcare, education, corporations, government agencies and more. Because our successful and seamless process makes modular building simple, fast and affordable, JEL has grown steadily over the years.
JEL Management is a graduate of the SBA 8(a) certified provider program of temporary, relocatable and permanent modular buildings, and secure storage solutions. The company has more than ten years of modular construction management experience with a proven track record of completing projects on budget and on time.

James E. Lowery
[Owner / President]
After graduating from Xavier University, James went to Charles Schwab where he quickly became a licensed Stockbroker and became renowned for his customer service and client details. After moving to the Dallas area, James worked with the Warrior Group as a Marketing Consultant, where he helped close over $10 million in contracts. James started JEL Management in April 2004 to provide construction services to the government and military sectors. Since that time JEL has been involved in over 200 million dollars in government contacts as a certified 8(a) contractor.
Sam Williams
[Account Manager]
Sam is the liaison between JEL and our valued clients. He strives to maintain good relationships between JEL and the clients we serve. He has several years of experience in the modular construction industry fulfilling a variety of roles including sales and project management. He has overseen many successful projects across the country.
Ashley Gray
[Business Manager]
Ashley Gray brings with her many years of construction office and business management. She takes care of the day-to-day operations of the company. Her expertise consists of Accounts Payable and Receivables, Contract Administration, Marketing, Field management, Procurement and Administration. In her free time Ashley enjoys all things sports and outdoors, traveling and music.
